Does anyone know what type of material is used to make this kind of tutu???

It is tulle with satin ribbon sewed on the end :)

Yes, it is probbaly the tulle sold on the bolt instead of by the roll. It may be folded over the elastic waistband and sewn, then the satin ribbon added to the top and bottom. A very pretty tutu, but I don't like sewing enough to try that one, lol!

awesome ladies thank you!!! I have only really played with the ones on the roll but this type looked to be a little softer! Thank you! I'll be heading to the hobby store shortly to pick some up to go at it!

I think that is chiffon fabric not tulle with satin ribbon attached to the hem.

The fabric used for that is called Nylon Chiffon. They use this fabric because it does not fray. Regular chiffon frays when you work with it.You cannot purchase this at Hobby Lobby or at Jo-Ann's. This is where I have been buying mine AFC-express (http://www.afc-express.com/) now you can purchase wholesale from them if you have your Sales Tax number. But if you purchase wholesale then you do not get the free shipping on orders of $100.00 or more. You can purchase by the yard on bolts or they now have rolls. The waist is satin fabric. Here is a tutorial on how to make pettiskirts Full and Fluffy Pettiskirt | Make It and Love It (http://www.makeit-loveit.com/2010/07/full-and-fluffy-pettiskirt.html). I would just search until you find the right tutorial that suits you and your sewing skills.

The skirt the little girls is wearing is actually a pettiskirt with less gathers. I use my ruffle foot to make all the gathers

Click on that tut about making the full skirt--it is REALLY full and pretty. One warning, I have used this fabric and you have to have patience to gather it--it rolls up and curls....
