its a wide waffle headband. just tide the tulle one strip per hole.

Hello! I am new to this forum. I love the tutus you made. Do you sell them? Did you say you used Tulle strips? Are they available like that in the stores or do you have to cut them in strips? Too many Qs!

You can buy tulle from the store but you'll have to cut the tulle into strips whether you get it on a spool or by the yard from the bolt.
